And they said, okay, we'll accept some every day hitting us, but if we see a large aerospace attack of missiles, we have to believe it is a nuclear sneak attack and we will begin nuking Europe. And they put the targets up and said, please stop.

I know he's trying to apply pressure equally here but it's who draws first blood is the bad guy. He who shoots first is the bad guy like the British at Bunker Hill. And I believe they're spending that to make it look like he's mainly pissed at Putin. But Trump's trying to balance this and I think he did say that.
