The FBI’s use of the NSA’s "Data Warehouse System" (DWS) allows for warrantless queries of private American data under FISA Section 702. This system of ubiquitous surveillance was expanded after September 11, 2001, and further modified in 2016 to allow the FBI access to raw intelligence. These tools were allegedly weaponized during the Crossfire Hurricane investigation to target political campaigns.
