General Bert, Dr. Laibow's late husband, reportedly discovered that the CIA's MKUltra mind control programs continued despite congressional orders to stop them in 1977. The ruling elite are described as a "consortium of sociopaths" who lack the human capacity for empathy and love. These individuals are said to manipulate the empathy of the public to advance a "mad scientist" utopia.

In 1984, General Bert, then head of the Army Intelligence and Security Command and appointee for the NSA, discovered the CIA was running the global drug trade. When he ordered his Inspector General to investigate, he was forced out of the Army within two weeks. This story is used to illustrate how compartmentalization protects criminal activities within the "breakaway government."
