In his later work, "The Impact of Science on Society," Bertrand Russell explicitly discusses the need for depopulation. Jay Dyer quotes Russell suggesting that if birth control is insufficient, "bacteriological war" or a "Black Death" spread once per generation could be used to keep the world from becoming "too full." This is presented as proof of the elite's long-standing commitment to mass death.
